Cannabis Legalization and Regulation in Connecticut

Connecticut has fully legalized both recreational and medical cannabis, creating one of the most comprehensive cannabis programs in the Northeast. Recreational marijuana use became legal on July 1, 2021. Adults 21 and older may possess up to 1.5 ounces in public and up to 5 ounces in a locked container at home or in a vehicle. Home cultivation is also permitted, with residents allowed to grow up to 6 plants per person (maximum 12 per household) indoors. Licensed recreational cannabis sales launched in January 2023 and continue to expand across the state.

Connecticut’s medical marijuana program, established in 2012, remains in place alongside the recreational market. Registered patients may possess up to 5 ounces and can purchase products from licensed medical or hybrid dispensaries. Medical cannabis users are also allowed to cultivate up to 6 plants per person within the household cap. The program is overseen by the Connecticut Department of Consumer Protection, which regulates both medical and adult-use cannabis.

Hemp and hemp-derived CBD products with up to 0.3% THC are legal statewide. However, new rules effective January 1, 2025, restrict certain hemp-derived THC products. “Moderate-THC Hemp” products (0.5–5 mg THC per container) and THC-infused beverages (up to 3 mg per 12-ounce container, max four per package) may only be sold through licensed cannabis retailers, hybrid dispensaries, or endorsed package stores. Any products exceeding these thresholds are classified as “High-THC Hemp” and are regulated as cannabis, requiring full licensing and compliance.

The Connecticut Department of Consumer Protection’s Cannabis Division oversees all licensing, compliance, and enforcement for both recreational and medical cannabis markets, as well as regulations for hemp-derived products.
