He has extensive experience in strategic planning and operational transformation within the information technology and cannabis industries. In his role as founder of Amos Advisory Solutions, Mr. Mendez served as the CEO of both single-state and multi-state cannabis operators successfully leading turnaround efforts. Terry began his career in public accounting with Arthur Andersen and Deloitte & Touche. Previously, he served as the vice president of Finance and global chief accounting officer for Hitachi Vantara, a subsidiary of Hitachi, overseeing 52 countries.
Mike Regan leads Safe Harbor’s capital strategy and corporate development initiatives. He holds an MBA from MIT Sloan and a finance degree from Georgetown University, with earlier roles in research at Credit Suisse, Deutsche Bank, and hedge funds Roubaix Capital and Hawkshaw Capital. Since 2019, Mike has specialized in the legal cannabis sector, founding Excelsior Equities, an investment bank serving cannabis equities. At Safe Harbor, Mike drives capital planning and develops innovative financial products tailored to the needs of cannabis operators.
Jeffrey Kay is a marketing leader with extensive experience spanning cannabis and financial services. He has served as Chief Marketing Officer for multiple multi-state cannabis operators, overseeing brand development, product strategy, and growth initiatives across retail, wholesale, and cultivation operations. Earlier in his career, Jeffrey founded and led his own marketing agency, where he built and executed strategies for clients across finance, consumer products, and cannabis. He also held senior roles at agencies including The Marketing Arm (Omnicom) and DDB Needham. In addition to his operating experience, Jeffrey has served on numerous boards in both the cannabis industry and public financial services, contributing to strategic planning, governance, and growth initiatives. At Safe Harbor, he leads marketing strategy and execution, guiding brand evolution, lead generation, and partner initiatives to support national growth
Douglas Beck is a certified public accountant with extensive experience leading financial operations and transformations across multiple industries. He joined Safe Harbor in 2025 as Senior Vice President and Controller, overseeing accounting, financial planning, and compliance. Doug’s career includes serving as Chief Financial Officer, where he guided companies through capital raising, mergers and acquisitions, SEC compliance, and strategic planning. He holds a Bachelor of Science in Accounting from Fairleigh Dickinson University and is a New York CPA. Doug is also a member of the New York State Society of CPAs, serving on its SEC and CFO committees.
Kimberly Seefried serves as Vice President of Financial Institutions at Safe Harbor, bringing more than 20 years of credit union experience and deep knowledge of cannabis banking operations. One of the company’s earliest team members, she helped launch Safe Harbor Services in 2017 and onboarded more than 100 accounts across three states in the program’s first year. Today, Kimberly manages relationships with new and existing financial institution partners and oversees a team of experienced onboarders who specialize in cannabis compliance and account setup. She became CAMS certified in 2020, reflecting her commitment to maintaining the highest standards of compliance and partner support.
Amanda McComb has been part of Safe Harbor since the launch of its cannabis banking program in 2015, bringing unmatched expertise in BSA/AML compliance and client service. She began as the program’s first banker and later became Compliance Manager and Assistant Vice President of Safe Harbor Private Banking. Since 2019, Amanda has focused on national expansion efforts and now serves as Senior Vice President of Services, overseeing onboarding and client support across Safe Harbor’s footprint. She holds certifications from the Credit Union National Association and ACAMS, reflecting her depth in anti-money laundering and regulatory compliance.
John Foley brings more than 20 years of experience in commercial lending and 14 years in commercial insurance, with a specialized focus on cannabis banking. Before joining Safe Harbor, he co-founded Abaca, where he managed compliance and banking relationships for cannabis operators. John also served as President of Central Bank in Little Rock and held lending positions at Metropolitan Bank and Bank of America. At Safe Harbor, John leads commercial lending and develops financing solutions tailored to the growth needs of cannabis operators.
Margaret Williams is a compliance executive with over 30 years of experience in BSA/AML and regulatory strategy. She leads Safe Harbor’s enterprise-wide compliance programs, overseeing audits, regulatory reporting, and risk mitigation efforts. Margaret’s career includes leadership roles at multiple financial institutions, where she directed compliance operations and implemented monitoring systems for high-risk customer portfolios. She holds a B.S.B.A. in Management from Rockhurst College and multiple certifications, including CUCE and BSACS. Her experience ensures Safe Harbor maintains the highest standards of regulatory integrity and operational accountability.
Brigette Loyd serves as Assistant Vice President of Services, focusing on operational excellence and client experience. With more than eight years at Safe Harbor, she is known for her hands-on leadership and deep understanding of cannabis banking operations. Brigette works closely with clients and internal teams to streamline processes, build trust, and ensure consistent, high-quality service as the company scales in a complex regulatory environment.
Joshua Shannon is an experienced software architect specializing in scalable and secure application design. Skilled in both front-end and back-end technologies, he creates systems built for performance, reliability, and seamless cross-platform integration. Joshua is committed to designing architectures that support evolving innovation while meeting the complex demands of regulated industries. At Safe Harbor, he leads technology development, building fintech solutions that power cannabis banking and financial services.
Jeremy Robinson is an IT professional with more than 20 years of experience specializing in system security and infrastructure optimization. He holds a BBA in Management Information Systems from the University of Arkansas at Little Rock and has successfully migrated organizations to cloud environments, strengthened security for medical and legal firms, and improved overall operational efficiency. At Safe Harbor, Jeremy oversees technology infrastructure, ensuring systems remain secure and scalable to
support the company’s growth. Outside of work, he enjoys family time, sports, sci-fi, gaming, and outdoor activities such as swimming and fishing.
Fred Niehaus is Managing Partner of Interactive Global Solutions, an international government relations/public affairs and business development firm that brings proven experience and successful advocacy to companies, sovereigns and organizations across the globe. His previous experience has included serving as a Global SVP for First Data Corporation and the Western Union Company from 2003 through 2011. In this capacity, Mr. Niehaus was responsible for developing and implementing strategies to reach various corporate constituencies – including legislators, policy makers, regulators, attorneys general, community groups and consumers – while shaping emerging global public policy issues and trends that impacted the company’s operations and reputation. In 1991, he founded and served as President and Managing Partner of InterMountain Corporate Affairs, a Colorado-based public affairs firm, serving as advisor to CEOs and key corporate staff of fortune companies across the United States. From 1987 to 1992, Mr. Niehaus served as Colorado Governor Roy Romer’s Special Assistant for Economic Development and Director of OED.

Sundie Seefried is the founder and former CEO of Safe Harbor Financial, a position she held from July 2021 through February 2025. Prior to joining SHF, Ms. Seefried served as the Chief Executive Officer of PCCU from 2001 until June 2021 and as the Chief Executive Officer of Eagle Legacy Services, LLC from January 2020 until March 2021. Ms. Seefried previously served as a board member of the Colorado Division of Financial Services from 2019 until 2021, and as a board member of the Credit Union Association from 2007 until 2015. Ms. Seefried received her Bachelor of Science in Business Management from the University of Maryland and her Master of Business Administration from Regis University, Colorado
Francis A. (Skip) Braun III has served as a consultant to Kohlberg Kravis Roberts & Co. L.P. from July 2024 to July 2025, a senior advisor to Stout since April 2024, and as a member of CrossCountry Consulting’s advisory counsel since February 2024. Mr. Braun has also served as a director of Crown Bank in New Jersey since October 2024 and is the chairman of the bank’s audit committee. From December 2016 to July 2023, Mr. Braun served as a Partner at Grant Thornton LLP. Mr. Braun is considered a financial expert under the Sarbanes-Oxley rules and has 40 years of diversified experience serving public and private companies during his time in public accounting with Arthur Andersen LLP, Deloitte & Touche LLP and Grant Thornton LLP. He holds a Bachelor of Science in Commerce, Accounting from Rider University.
Richard Carleton has served as CEO of the Canadian Securities Exchange since July 2011. During his tenure, Mr. Carleton and the CSE team have positioned the exchange to play a leading role in the provision of public capital to entrepreneurial companies. Since 2014, the CSE has set a series of records for new listings, capital raised by issuers and trading turnover. An early advocate for the cannabis industry, the CSE is the global exchange leader in the sector. Recognized by the Financial Post Magazine as one of Canada’s “25 Cannabis Industry Power Players,” and a recipient of the American Trade Association for Cannabis and Hemp’s “Captain of Industry” Award in November 2018, Mr. Carleton is a frequent speaker on early-stage company finance issues around the world. In addition to his responsibilities with the CSE, Mr. Carleton is a director of two private companies: Tetra Trust Company, Canada’s first qualified custodian for cryptocurrency assets; and Blue Ocean ATS, LLC, a US broker dealer that operates an ATS providing after hours trading in US equities. He was also recently named to the Ontario Securities Commission’s “Market Structure Advisory Committee.” A member of the Law Society of Ontario since 1987, Mr. Carleton is a graduate of the University of Ottawa (B.A. ’81) and the University of Toronto (LL.B. ’85).
